Change is Coming to E 4th Street!
Starting at 6:00 a.m. on Thursday, October 29, weather permitting, E 4th Street will transition from one-way to two-way traffic between Harrison Street and River Drive.
To help drivers prepare for the change, traffic signals along the corridor will be placed in flashing mode on Wednesday, October 28. A reminder will also be sent to all weekly street closure subscribers. If you'd like to receive traffic and street closure alerts, visit http://www.davenportiowa.com/alertiowa.
Lighted message boards have already been placed throughout the area to increase awareness of the upcoming traffic pattern change.
On the morning of October 29, traffic signals will return to normal operation, and covers will be removed from the new signs. Members of the Davenport Police Department will also be stationed at key intersections to assist motorists and help ensure a smooth transition.
What Drivers Need to Know. As you travel through the area, please remember to:
- Look both ways before proceeding through intersections.
- Pay attention to new signs, traffic signals, and pavement markings.
- Drive carefully and stay alert as drivers adjust to the new traffic pattern.
What’s Next? The section of E 4th Street between Marquette Street and Harrison Street is expected to transition to two-way traffic in mid-to-late November.
As for resurfacing, we anticipate all resurfacing work between Telegraph and Harrison to be completed before the end of the construction season, with the exception of the intersection at Division and 4th Street.
What will Drivers and Pedestrians Notice? Here are some of the key changes drivers and pedestrians will notice outside of two-way travel:
- There were a few minor modifications to loading zones. Ample parking remains available.
- The following traffic signal and sign changes will or have happened:
- Signals are replaced with All-Way stops at Pershing, Iowa, and Warren Streets. The current signage is temporary and will be updated with permanent flashing signage.
- A new traffic signal will be installed at Scott Street; however, installation has been delayed due to a redesign. The intersection will operate as an All-Way stop until the signal equipment can be installed in the coming months.
- A new traffic signal has been installed at River Drive and will be activated on Thursday morning.
- A new All-Way stop will be installed at LeClaire.
- As part of the two-way conversion, we also refreshed key crosswalks throughout the corridor to align with the new traffic pattern. The improvements enhance visibility for both drivers and pedestrians, making it safer and more intuitive to navigate downtown on foot.
- Drivers may notice the traffic signals are not synchronized. City staff will work to optimize signal timing based on traffic flow in the coming months.
We appreciate your patience and cooperation as these improvements are implemented.

(October 8, 2026) As we near the end of the construction season, with plenty still happening on 4th Street, the City will phase in two-way travel on 4th St, starting with the section between Harrison St and E River Dr.
Over the next two weeks, you’ll see shifting travel lanes between Harrison and E River Dr while crews stripe, add signage, and update signals for the conversion. Access to businesses will remain open.
Once that work is complete, 4th Street will switch to two-way traffic between Harrison and E River Dr. The section between Marquette and Harrison will convert later once resurfacing in that area is finished.
In the meantime, expect lane reductions from Harrison to Fillmore as resurfacing continues on the north side.
Thanks for your patience—watch for updates in the coming weeks!

(September 4, 2026) There’s a lot happening on 4th St! Starting Tuesday, September 8, the street will be down to one lane between Fillmore and Harrison as crews begin milling the north side of the roadway. They’ll be milling and patching spots that need attention before resurfacing starts — which is expected by early October.
You’ll also see work happening at several intersections on the south side of 4th St, so plan for some delays during this phase. Things are moving full speed ahead, so keep an eye out for updates as the project progresses!

(June 12, 2026) Work is moving right along on the 4th St Resurfacing Project. Starting Friday, June 12, 4th St will be reduced to one lane between Fillmore and Pine Streets. To help keep the project on track for a fall completion, crews will continue work between Gaines and Brown, and drivers will see additional travel restrictions at the intersections north of 4th St from Fillmore to Pine.
During this phase, crews will mill the roadway surface, replace intersections, lay new asphalt, and complete ADA curb upgrades. Work will begin on the north side of the road and then shift to the south.
(April 28, 2026) Improvements to 4th Street will expand to the intersections of Gaines and Brown Streets beginning May 4. Both intersections will be reduced to one lane during reconstruction. Work will begin in the northern half of each intersection and then transition to the southern half.
Gaines St travel impacts are as follows:
- There will be no north or southbound travel on Gaines between 4th and 5th St
- Southbound Gaines from 4th St will be open
- Semis will need to use Harrison to 5th St, to Western, to 4th St, to Gaines
Work taking place between Pine and Telegraph Rd is expected to be complete mid-to-late May before moving east. Storm sewer and intersection improvements at 4th and Fillmore are estimated wrap up in early to mid-June.
Travel restrictions will change as work progresses.
Please stay alert, follow posted detours, or consider an alternative route.
(April 17, 2026) The intersection of 4th and Fillmore will be closed from Tuesday, April 21, through early Thursday, April 23, pending weather. The closure is for the installation of a new storm sewer through the intersection. Please follow the signed detour or choose an alternate route.
(April 2, 2026) Changes to the 4th Street and Fillmore Intersection Detour: To help support travel on 4th Street, we have opened one lane of travel for passenger vehicles only through the intersection. This may be temporary, pending adjacent work. IMPORTANT NOTE: Semis and other large vehicles and equipment need to use the detour at Marquette Street to River Drive to Division Street.

(March 25, 2026) Improvements to 4th Street will be kicking off the construction season on Monday, March 30. Work will resume in two locations requiring closure and detours: Pine Street to Telegraph Road, and at the intersection of 4th and Fillmore Streets. Travel restrictions will change again in four to six weeks as work progresses.
Please stay alert, follow posted detours, or consider an alternative route.
Detour:
(December 19, 2025) Improvements to 4th Street between Pine and Telegraph will pause for the winter. The road is expected to reopen by Tuesday, December 23, with resurfacing resuming in the spring.
(October 17, 2025) Resurfacing on W 4th St will require closure of the intersections at Oak, Wilkes, and Sturdevant beginning October 20, through October 31, for pavement removal and ADA sidewalk improvements.
(September 26, 2025) This spring, the city initiated a significant $14.1 million, multi-year project to resurface and convert portions of 3rd and 4th Streets between Telegraph and River Drive, starting with 3rd Street. As we approach fall, work will begin on 4th Street, starting with the closure of the road between Pine Street and Thode Court on Monday, September 29. Drivers should follow the signed detour or find an alternate route during this initial phase. Find the detour map below.
The resurfacing will be done in sections, focusing on areas west of Division this fall and winter. Work will then continue west to east when work resumes in the spring. The first areas to be worked on this fall include the sections between Pine Street and Thode Court, and Thode Court and Telegraph Road. Additional sections may be completed this winter, if the weather permits.
Once resurfacing on 4th Street between Telegraph and Harrison is complete in the fall/winter of 2026, the street will be converted to two-way traffic between Marquette and River Drive. This will involve re-striping the road and updating traffic signals at intersections.
