Know Before You Ride
Davenport's e-bike and micromobility regulations (updated in April 2025) are designed to balance safety, accessibility, and mobility for everyone who uses our streets, sidewalks, and trails.
Micromobility includes small, personal transportation devices designed for one rider and propelled by an electric motor of less than 750 watts, with a max speed of about 20 miles per hour.

Six simple ways to “Ride Safe ‘n Smart”:
1. Ride right, pass left. Stay on the right side of the trail. Pass others on the left.
2. Speak up before you pass. Give a friendly call like, “On your left!” so others are not surprised and have time to move.
3. Pedestrians always have the right-of-way. Riders should slow down, yield and pass with care on sidewalks, trails and in crosswalks.
4. Slow down and stay in control. Even if your e-bike or scooter can go fast, ride at a speed that gives you time to react to people, pets and turns.
5. Look both ways. Stop and look before you cross the street, go into an intersection or turn onto another trail or sidewalk.
6. Be visible. Make sure people can see you, day or night. Use bike lights or reflective gear.

What kinds of devices fall under the City’s bicycle and micromobility laws?
A "bicycle" has pedals propelled by human power. An e-bike also falls in this category, if its electric motor is less than 750 watts and travels slower than 20 miles per hour.
A "motorized micromobility device" has an electric motor of less than 750 watts and travels less than 20 miles per hour. This category includes things like scooters, Segways, or hoverboards. These are allowed on sidewalks and trails.
Bicycles with gas-powered engines that can go faster than 28 miles per hour are considered Class 4 electric bicycles. These are not allowed on sidewalks or trails. Keep in mind: If what you’re riding looks like a motorcycle, it probably is.
Do I have to follow traffic laws when riding an e-bike?
Yes. When riding on streets, e-bike riders have the same rights and responsibilities as bicyclists. This includes obeying traffic signals and stop signs, riding in the direction of traffic, and signaling turns when appropriate.
How fast can I ride my e-bike?
Ride at a speed that is safe for conditions. On sidewalks where riding is allowed, the maximum speed is 10 mph. On streets and trails, always adjust your speed based on traffic, visibility, and the presence of other users.
Do I have to wear a helmet?
Davenport City Code does not require bicycle or e-bike riders to wear a helmet. However, wearing a properly fitted helmet is strongly recommended for riders of all ages to reduce the risk of serious head injuries.
Does my e-bike need a headlight?
Good lighting is important so that other drivers and riders can see you, especially if you’re riding in the early morning or evening hours. Your e-bike or scooter should be equipped with a white front light and a red rear reflector or rear light, making you more visible to others.

Some devices marketed as e-bikes can travel at much higher speeds and may not be legal or safe on public roads or trails. Use the chart below to compare devices and spot the differences.
Strongly consider the age, maturity, and experience of the rider before allowing use. Helmets are recommended.
