program 1: year 25 urban homestead acquisition and rehab

Purpose: To acquire and rehabilitate properties in order to eliminate blight, correct substandard conditions, make general repairs, improve energy efficiency, and make emergency or accessibility repairs.

Project/Program Description: 
The projects under this program include the acquisition and rehabilitation of existing single-family structures. Rehabilitation consists of a complete remodeling of the home which includes demolition of the interior walls, new interior components that include; wiring, plumbing, lighting, fixtures, outlets, switches, cabinets, sinks and bathtubs, drywall, doors and trim, paint and flooring. Exterior work typically includes; foundation parge, new sidewalk leading to house, new siding, windows, roof, gutters/soffits/fascia, garage work, and addressing of any code violations. Tier 2 Site Specific Reviews will be completed for each address under this program when addresses become known. Expected resources include 2026 entitlement and any unspent prior years entitlement and prior years program income.

Program #2: Year 52 Housing Rehab

Purpose: To rehabilitate owner-occupied homes in order to make them more livable.
Project/Program Description: The projects in this program provides assistance for homeowners to rehabilitate properties. The types of rehab may include: Eliminating blight, correct substandard conditions, make general repairs, improve energy efficiency, reduce lead paint hazards, mitigate radon, make emergency or accessibility repairs, windows, gutters, soffits, fascia, and siding or exterior paint. Tier 2 Site Specific Reviews will be completed for those Laws and Authorities not addressed in this Tier 1 Broad Review for each address under this program when addresses become known. Expected resources include 2026 entitlement, as well as prior years entitlement, prior years program income and estimated 2025 program income.

Program #3: Year 52 Accessibility Program

Purpose: To rehabilitate owner-occupied homes in order to make them more accessible.

Project/Program Description: The projects within this program provides assistance to homeowners who need architectural barriers removed from their homes in order to make it more accessible. Examples of work include ramps, wheelchair lifts, and accessible bathrooms. Tier 2 site specific reviews will be completed once project locations have been identified and the laws and authorities not cleared in the Tier 1 will be analyzed. Expected resources include 2026 entitlement.


On or after May 5, 2026 the City of Davenport (City) will submit to the U.S. Department of Housing and Urban Development (HUD), a request for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Housing and Community Development Act of 1974 as amended; and a request for the release of HOME Investment Partnership (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the following projects.

Public Comments: Any individual, group, or agency may submit written comments on the ERR to the City's Community and Economic Development Department. All comments received by May 15, 2026, will be considered by the City prior to the authorizing submission of a request for a release of funds. project title: Habitat for humanity | 910 Tremont Ave

Purpose: The construction of a new single-family home by Habitat for Humanity using HOME funding.

Project/Program Description: This project includes the construction of a new single-family home by Habitat for Humanity using HOME funding. The home will be built on a vacant lot located at 910 Tremont Ave in Davenport, Iowa. The Area of Potential Effects (APE) for this home includes Parcel Number F0044-30 and the lot is approximately 0.14 acres. The home will include 4 bedrooms,1 full bathroom and 1 3/4 bathroom. The home will have 1 full story and the part of the basement will be finished. The home will have approximately 1,1716 finished square footage and an additional unfinished 468 square footage in the other portion of the basement.

On or after May 5, 2026, the City of Davenport (City) will submit to the U.S. Department of Housing and Urban Development (HUD), a request for the release of HOME Investment Partnership (HOME)funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the following project. The following is a Categorically Excluded but Subject
to 24 CFR 58.5 and required an environmental review.

Housing CHOICE VOUCHER OFFICE

The Housing Choice Voucher Office (HCV) provides rental assistance to low-income families and to individuals who are elderly, physically, or mentally disabled. This office also staffs the Davenport Housing Commission.
HCV administers the Section 8 Housing Choice Voucher program within our jurisdiction of Davenport, Iowa.
The Housing Choice Voucher Waitlist is currently closed.

Community Development Block Grant (CDBG)

Each year the City receives two primary community development grants from the federal government: 

  • Community Development Block Grant (CDBG), approximately $1 million per year
  • HOME Investment Partnership, approximately $300,000 per year

These funds are for activities benefiting low and moderate income residents and are restricted to uses that meet federal regulations in the areas of affordable housing, community development, and economic development.
