program 1: year 25 urban homestead acquisition and rehab
Purpose: To acquire and rehabilitate properties in order to eliminate blight, correct substandard conditions, make general repairs, improve energy efficiency, and make emergency or accessibility repairs.
Project/Program Description: The projects under this program include the acquisition and rehabilitation of existing single-family structures. Rehabilitation consists of a complete remodeling of the home which includes demolition of the interior walls, new interior components that include; wiring, plumbing, lighting, fixtures, outlets, switches, cabinets, sinks and bathtubs, drywall, doors and trim, paint and flooring. Exterior work typically includes; foundation parge, new sidewalk leading to house, new siding, windows, roof, gutters/soffits/fascia, garage work, and addressing of any code violations. Tier 2 Site Specific Reviews will be completed for each address under this program when addresses become known. Expected resources include 2026 entitlement and any unspent prior years entitlement and prior years program income.
Program #2: Year 52 Housing Rehab
Purpose: To rehabilitate owner-occupied homes in order to make them more livable.
Project/Program Description: The projects in this program provides assistance for homeowners to rehabilitate properties. The types of rehab may include: Eliminating blight, correct substandard conditions, make general repairs, improve energy efficiency, reduce lead paint hazards, mitigate radon, make emergency or accessibility repairs, windows, gutters, soffits, fascia, and siding or exterior paint. Tier 2 Site Specific Reviews will be completed for those Laws and Authorities not addressed in this Tier 1 Broad Review for each address under this program when addresses become known. Expected resources include 2026 entitlement, as well as prior years entitlement, prior years program income and estimated 2025 program income.
Program #3: Year 52 Accessibility Program
Purpose: To rehabilitate owner-occupied homes in order to make them more accessible.
Project/Program Description: The projects within this program provides assistance to homeowners who need architectural barriers removed from their homes in order to make it more accessible. Examples of work include ramps, wheelchair lifts, and accessible bathrooms. Tier 2 site specific reviews will be completed once project locations have been identified and the laws and authorities not cleared in the Tier 1 will be analyzed. Expected resources include 2026 entitlement.
On or after May 5, 2026 the City of Davenport (City) will submit to the U.S. Department of Housing and Urban Development (HUD), a request for the release of Community Development Block Grant (CDBG) funds under Title 1 of the Housing and Community Development Act of 1974 as amended; and a request for the release of HOME Investment Partnership (HOME) funds under Title II of the Cranston-Gonzalez National Affordable Housing Act of 1990, as amended, to undertake the following projects.
Public Comments: Any individual, group, or agency may submit written comments on the ERR to the City's Community and Economic Development Department. All comments received by
May 15, 2026, will be considered by the City prior to the authorizing submission of a request for a release of funds. Comments can be submitted by email to
